The Subcontracts Administrator position provides strategic teaming support during capture and proposal activities, as well as administrative support in the issuance of subcontract instruments and data entry into the cost accounting system. The Subcontract Administrator collaborates with Contracts Managers/Administrators, Business development personnel and project teams Engility processes and procedures for day:to:day subcontract requests. Duties and Responsibilities:This position is responsible for cradle to grave subcontracts administration and management including but not limited to preparing and negotiating nondisclosure agreements, teaming agreements and subcontract agreements; reviewing prime contract requirements, special provisions, and terms and conditions to develop appropriate subcontractor flow:downs; identifying proposal compliance elements related to subcontracting and ensuring the requirements are adequately addressed, and conducting all pricing/quote requests and negotiations with subcontractors. The individual will be responsible for day to day administrative duties of subcontracts within their assigned contract/group portfolio to include issuance of new subcontracts and modifications, processing purchase requisitions in support of these actions, resolving subcontractor at:risk and funding issues, evaluating any contractual performance issues of subcontractors and maintaining subcontractor procurement file documentation to ensure 100 compliance with company CPSR and SOX policies. Other related duties may be assigned at the supervisorA?s discretion.The individual will work closely with Contract Administrators and Project Control Analysts on pre:award and post:award subcontracting actions. The selected candidate will have a general understanding of the corporate business and an appreciation of financial/analytical issues and profit and loss implications.Experience operating within a Contractor Procurement System Review (CPSR) approved system is required.BachelorA?s degree is required; preferably in business, finance, or a related field.Requires a minimum of 6 years of experience in subcontracts management working for a federal contractor. With a MasterA?s degree, a minimum of 4 years of experience will be required.Experience operating within a Contractor Procurement System Review (CPSR) approved system is required.Must have good understanding of FAR regulations and how they relate to subcontract management as well as experience managing various types of subcontracts including CPAF, CPFF, T and M, and FFP.Must be organized, detail oriented and demonstrate strong time management skills and be able to coordinate and prioritize multiple projects with limited supervision in a fast paced environment.Must have excellent written and verbal communication skills, and be able to adapt to changing work efforts and manage shifting priorities.Must be able to develop and maintain professional relationships with peers, vendors and customers, and contribute to a professional work environment by demonstrating integrity, teamwork and a positive attitude.Must have excellent MS Word and MS Excel skills.
