Northrop Grumman Technology Services (NGTS) sector is seeking a Program Manager for the Department of Defense’s (DoD’s) Enterprise Military Housing (eMH) system. Northrop Grumman has been the eMH prime contractor for more than 20 years providing functionality for managing military housing offices by supporting service members and their families during times of transition to a new duty station in selecting a home for the period of their tour of duty. The scope of this contract is the full life-cycle including project management, software engineering, hosting, and user support. This program requires a strong, seasoned Program Manager who will be responsible for the annual $20M contract performance leading a team of more than 80 contract staff. This position requires a talented planner and leader with broad DoD experience scheduling, managing resources, consulting with a dozen high position DoD stakeholders, managing personnel, contracting, information assurance, and other tasks supporting this mission critical DoD system. Job Details: Northrop Grumman Technology Services is seeking a seasoned Program Manager to lead its Enterprise Military Housing (eMH) contract team supporting the Army, Navy, Air Force, and Marine Corps in managing their worldwide housing offices. A short transition with the incumbent retiring PM is planned. The ideal candidate should have at least 15 years of Information Technology experience with emphasis on Project Management. The eMH team is responsible for the entire life-cycle of this critical defense system including functional definition, requirements management, configuration management, design and implementation, quality assurance and control, deployment, hosting, information assurance, and mission support. The operating environment consists of the Oracle 12c Exadata, VMWare virtual servers running Linux, Red Hat JBoss middleware, SAP Business Objects Crystal Reports server, and some 22 Java applications residing on the platform. This position requires a solid understanding of all aspects of this architecture and working with subcontractors. Information Assurance (IA) experience is necessary with understanding of system accreditation. This position requires frequent interface with the Department of Defense Service Leads requiring strong written and oral communication and must provide frequent Power Point presentations to these groups. This position requires management of all resources including labor, over $1M procurements, $400k of travel, cost reimbursable expenses, and subcontract management using EVMS. The location of this position will be in Herndon, Virginia. Personnel support includes policies related to staff in Virginia, California, Japan, Germany, and teleworkers across the US. Knowledge of military housing and Status of Forces Agreements (SOFA) will be a plus in managing this experienced team. Essential Duties and Responsibilities: o Manage the requirements of a DoD contract by transforming the SOW/PWS into an efficient organization, with repeatable processes that can meet the program requirements. Provide communication about the status of the programming including financial reporting at all times. o Manage a team of 80 multi-disciplined IT technicians (Programmers, Oracle DBAs, Functional Analysts, Testers, Systems Admins, Help Desk Technicians). o An excellent strategic planner responsible to transform DoD client guidance into goals and build schedules consistent with program objectives. o An experienced Information Assurance leader with experience with DoD system accreditations and understanding the vulnerabilities of the system. o A resource manager with experience with FFP, CPFF, and cost reimbursable procedures. o Provide Leadership for the eMH contract recompete(s).
