Summary: TheProcurement Manager (PRM ) is responsible for managing the requirements, acquisition, storage and shipping of equipment, supplies, materials and services to the Task Orders. These goods and services are shipped to WPS task orders in A?high threat/austereA? locations throughout the world. ThePRM receives purchase orders from task order staffs, determines sourcing and develops, staff and transmits purchase orders to vendors. ThePRM identifies, vets and assists in selection of additional vendors to satisfy new requirements for task orders. ThePRM assists with the Logistics Planning for new task order proposals as well as task order mobilizations. ThePRM provides oversight on all GFE, CAP and CFE held by CPG within the property management system : IBM Maximo Essential Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position) Maintain liaison and coordination with the Task Order management and Country Management Office (CMO). Receive requirements from Task Order management teams for equipment, supplies, materials and services support. Selects products for purchase by analyzing costs and quality of goods with the LPMO Operations Manager. Confers with SubKs/Vendors/Suppliers to obtain product/service information supporting procurement to include price, availability and delivery schedule. Prepares and reviews bid proposals and assists the Subcontracts Manager with contract negotiations. Establishes, maintains and updates procurement records. Ensures procurement actions are performed and documented in compliance with Federal Acquisition Regulations (FAR) Part 44 and CPG procedures, policies and processes Assist the Task Order DOMFS with the development of Purchase Requests, as required. Receive, store and manage equipment, supplies and materials received from providers. This includes the establishment of storage and warehousing as necessary. Provide Task Order and LPMO management staffs with visibility of procurements and tracking information for shipment. Assists the Operations Manager and Task Order DOMFS with determining the process for receipt, inspection and acceptance or rejection and return of materials ordered from vendors, including entry of data into Maximo. Provide Program visibility via Maximo for Task Order property (GFE/CAP and Contractor) inventory to include: Status of issue and location Quantity on hand, maintenance, service and calibration status OEM warranty specifications Develop information and reporting for the LPMO and as required through the PM to DS/OPO/WPS and Contracting Officer. Travel to training centers, task order locations, or CONUS and OCONUS sites, as required. Non:Essential Duties: Other duties as assigned Supervisory Responsibilities: This position directly supervises inventory control specialists. Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.) BachelorA?s degree preferred; or an AssociateA?s degree with two years of purchasing experience. Two years of purchasing experience as: Buyer for WPS Vendor Buyer for international life support provider Service as buyer for an U.S. Government contract performing overseas is a plus Knowledge of procurement requirements under the FAR. Must possess strong interpersonal skills, be very detail oriented, have strong organizational and time management skills. Must be able to travel to Task Order sites, training centers and other international locations as required.
