Summary: TheHuman Resource Generalist II (HRG II ) supports the WPS program by implementing human resources programs and resolving performance problems for an international work force of American and foreign personnel. TheHRG II is the principal personnel staff officerfor the Program Office and OCONUS task orders. TheHRG II supervises the activity of an HRS I assigned to the PMO. TheHRG II conducts direct liaison and coordination with other PMO departments, the Task Order Administrative and Logistics Security Specialist staff and the Third Country National (TCN) Recruiting Company. Essential Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position) Implements human resources programs by providing human resources services, including staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, AA/EEO compliance, and labor relations for the international work force. Complete personnel transactions and record these in the CPG Program Management Information System (PMIS). Coordinates with CPG country management offices and TCN recruiting companies for pay and benefits and compliance with labor law for Local National and TCN respectively. Coordinates with other PMO staff managers to include the Operations Manager, Director of Training and Operational Medical Director. Develops human resources solutions by collecting and analyzing information; recommending courses of action. Improves manager and employee performance by identifying and clarifying problems; evaluating potential solutions; implementing selected solution; coaching and counseling managers and employees. Completes special projects by clarifying project objective; setting timetables and schedules; conducting research; developing and organizing information; fulfilling transactions. Manages client expectations by communicating project status and issues; resolving concerns; analyzing time and cost issues; preparing reports. Prepares reports by collecting, analyzing, and summarizing data and trends. Protects organizations value by keeping information confidential. Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions. Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations. Occasional travel to CONUS and OCONUS training centers and task order sites may be required. Non:Essential Duties: Other duties as assigned Supervisory Responsibilities: This position directly supervises the HR Generalist I. Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.) Minimum of a Bachelors degree or equivalent in Human Resources, Business, or Organization Development or equivalent. Three to five plus years of progressive leadership experience in Human Resources positions. Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred. Professional in Human Resources (PHR) certification preferred, not required.
